    TERMS OF REFERENCE FOR RECRUITMENT OF PROJECT MANAGER

    I.POSITION INFORMATION

    Project title: Strengthening inclusion and access to services for Persons with Specific Needs and Persons with Mental Health & Psychosocial Support Needs in Rwanda through cash based intervention
    Project Number: Contract No 2018/H41_028/01
    Duration of Employment: 11 month
    Working nature: Full-time assignment
    Working hours: 40 hours a week (08:00-17:00; 12:30-13:30 lunch break)
    Duty station: THT Office located at Remera on KG177street ground N0 3
    Reporting to: The THT Executive Secretary

    II. BACKGROUND INFORMATION

    The Troupe des Personnes Handicapées Twuzuzanye (THT) is unique organization of persons with Disabilities funded in 2004 with an idea of doing advocacy through drama, theatres and traditional dances. It is made of all types of impairments and currently, THT has 86 members with 49 female and 37 male. THT is a Non-Government Organization, legally registered for the first time in 2009 and the registration has been renewed in 2012 n029/11 to complete the new law number 04/2012 of 17/02/2012 governing NGOs in RWANDA, THT is advocating and sensitizing through addressing the right of all people with disability to achieve this, THT partnered with other international development organizations and National organization, we intervening in specific domain when we are conducting communities sensitization include Inclusive Education, Employment, Health, leisure and talent promotion as stipulated by UNCRPD and Rwandan Law, we are often invited to perform at sensitization events and the performances help to draw people to community events. Although well known and well regarded THT is not yet capitalizing on this. It usually only receives a contribution towards costs for performances but does not make any income from performances performed at events organized by other institutions that why since 2015 until June 2018 we have conducting more community sensitization in 6 DRC and Burundian refugees camp together with others partners on Disability Right and Through a partnership with Humanity & Inclusion, THT would like recruiting one full time staff.

    III. SUMMARY OF THE PROJECT:

    The objectives of the project are:

    1. Services for persons with specific needs strengthened in Burundian camps
    2. Services for persons with specific needs strengthened in Congolese camps
    3. Services for persons with specific needs strengthened in urban areas (Kigali and Huye).

    To strengthen inclusion and access to services for Persons with Specific Needs and Persons with Mental Health & Psychosocial Support Needs in Rwanda where THT Staff will develop the capacity of disability committees and Refugee community leaders on self-advocacy and engage the disability committees in planning and organizing the international day of PwDs, mental health day and other Refugee events, the project manager of this project will work closely with different The stakeholders of the project are:
    • Handicap International Federation (HI)
    • National Council of Persons with Disabilities (NCPD) and local authorities
    • Library Without Borders (LWBs)
    • United Nations High Commissioner for Refugees (UNHCR)
    • Ministry in charge of Emergency Management (MINEMA)
    • Disability committees in Refugee camps;
    • Refugee community leaders
    • Refugee community leaders

    THT is an activist for fighting against Disabilities Right in Rwanda that why community of refugees in this project will help them to be aware on what caused disability includes the way society is organized, rather than by a person’s impairment or difference. It looks at ways of removing barriers that restrict life choices for them. When barriers are removed, people with disabilities can be independent and equal in society, with choice and control over their own lives this project will support the advocacy work to mainstreaming Disabilities in Refugee camps and urban areas of Rwanda to access different services (Education, health, Employment etc…) not limited by that but also to documenting success stories for the work THT have done in the past year.

    IV.KEY ROLE & RESPONSABILITIES

     Prepare the training materials (Modules)
     Facilitate the training of disability committees & refugee community leaders
     Participate in monitoring and evaluation of the project activities
     Write and share the reports of the training
     Submit quarterly and annual reports of the activities
     Document the progress and outcomes of the training
     Write and success stories and testimonies of the beneficiaries who received the training
     Developing the capacity of disability committees and refugee community leaders on how to conduct self-advocacy sessions
     Support the disability committees and refugee community leaders in organizing awareness raising campaigns
     Train the theatre clubs on , drama on how to perform during commemoration events
     support the disability committees and refugee community leaders in writing advocacy messages for different events reflecting on the theme
     Participate in organizing preparatory meetings for organizing the IDPDs and other events
     Participate in celebration of IDPDs and other events
     Write and share monthly progress reports regarding different events organized

    V: CORE COMPETENCIES

     Sound knowledge of the disability environment
     Good team working skills and effective networking skills
     Experience in project management
     Strong experience with data collection, data management, analysis and report production.
     Excellent computer skills including Microsoft Office and Excel
     Spoken English and strong writing skills to prepare reports, project success stories and oral presentation. Ability to communicate in English is an added value and fluency in Kinyarwanda.
     Proven ability to work effectively in a team environment with both technical and non-technical staff.

    VI. EDUCATION AND EXPERIENCE

    • Bachelors or Master’s Degree in Economics, project management, Social Sciences and special education.
    • Minimum 3 years of relevant professional experience in project/program management, project monitoring and evaluation and relevant connected fields;
    • Good knowledge of NGOs and other local development agencies will be considered as an asset;
    • Familiarity with persons with disabilities
    • Good communication and social skills;
