    TERMS OF REFERENCE FOR RECRUITMENT OF PROJECT ACCOUNTANT

    I. PROJECT INFORMATION

    Project title: Improving the situation of persons with Deafblindness in Rwanda
    Project Number: 171501
    Duration of Employment: 4years
    Working nature: Full-time assignment
    Working hours: 40 hours a week (08:00-17:00; 12:30-13:30 lunch break)
    Duty station: RUB office ( Muhima-Nyarugenge /poids-Lourd road)
    Reporting to: The RUB Executive Director

    II. BACKGROUND INFORMATION

    In 2010, The Rwanda Union of Blind (RUB), the Rwanda National Union of the Deaf (RNUD) and the Rwanda National Association of Deaf Women (RNADW) realized that in their work, they come across people with dual disability of Deafness and blindness and the three organizations had difficult to support them. People with the disability of Deafblindness are often hidden and have no possibility to communicate. Since deafblindness is a rare disability, they live far from each other and scattered in the country so, few people have any idea of how to deal with them.

    The three Organisations RUB, RNUD& RNADW found that it is necessary to combine their efforts in a common action which aimed at bringing to the fore knowledge of this disability.

    With a support of Swedish funders, MYRIGHT through partnership with FSDB , the three organizations took initiative to implement the Deafblind project (first phase of the project which started from 2010-2013 and a second phase of the project which started in 2015 and phase out in 2017) .
    From the date of the project implementation, the number of People with Deafblindness increases; and todate, 130 people with Deafblindness have been identified.

    In the past, the three organizations mainly focused on inaccessible communication for people with Deafblindness and the community mindset towards them.
    As part of this response, on behalf of other two mentioned national disability organizations, RUB is now seeking a qualified accountant who will have the main responsibility for the Project accounting.

    III. GENERAL FUNCTIONS

    The Project Accountant is responsible for maintaining the budget, recording and reflecting fully, accurately, clearly and in a timely manner the funds that are allocated and the disbursements made to support project implementation, in accordance with the approved documents and the liquidation of expenditures on an annual and quarterly basis as well as upon project termination. The Project Accountant will ensure the use of standard financial and accounting procedures in line with the RUB financial procedures.

    IV. SPECIFIC RESPONSIBILITIES

    The finance officer should provide financial and administrative services to the project. The finance officer/accountant answers to the project manager who has the ultimate responsibility to ensure that the project is delivered on time and according to plan and budget.
    Be responsible for the overall effective and efficient managing of finances, including:

    a) Planning and budgeting:
     Participate in preparation of annual and quarterly work plans; prepare requests for funds in the applicable format;
     Ensure the project budget monitoring and revision;
     Assist with developing budgets for project revisions, requisitions, and future proposals and ensure budget follow up as delegated by the project manager;
     Participate in the implementation of Internal Control System and elaboration of financial control tools;

    b) Accounting/Reporting:
     Verify accuracy and conformity of accounting documents, process accounting entries and perform monthly and annual closing; ·
     Administer all payments/bills of the project and administer the petty cash if applicable;
     Perform internal cost analyses and prepare internal and external financial reports as delegated by the project manager;
     Ensure that financial, procurement and anti-corruption policies and guidelines are followed.
     Follow the project accounting system, including reporting systems, in accordance with the project document, project donor requirements and the RUB procedures;
     Maintain petty cash transactions, including writing receipts, preparing payment request forms, disbursement of cash and clearance of advances;
     Manage banking transactions related to the project and preparing monthly bank reconciliation statements and reporting;
     Reconcile all balance sheet accounts and maintain records of files;
     Prepare project financial reports as required;

    c) Control:
     Monitor and ensure expenditure of project funding in accordance with RUB procedures as appropriate;
     Check budget lines to ensure that all transactions are correctly booked to the correct budget lines;
     Ensure that documentation related to payments are duly approved by RUB Executive Director;
     Report any actual or potential financial issues to the Executive Director , as appropriate;
     Monitor expenditure of petty cash and ensure records are up-to-date;
     Continuously improve systems & procedures to enhance internal controls to satisfy audit requirements;
     Undertake other relevant matters assigned by the employer
     Assist in the preparation of project and organizational audits;

    Qualifications

    • University degree with knowledge in accounting, finance, Business Administration; or a related field.
    • At least two years of experience in financial and accounting work, solid experience in budgeting, planning and reporting on funded projects. Working experience with a Disability Organization
    • Good knowledge of administrative and accounting regulation and procedures
    • Good computer skills in MS Word, MS Excel and accounting software.
    • Working English language skills in both writing and speaking.

    Skills and Competencies

    i) Knowledge about relevant disability field, personal experience is an asset
    ii) Advanced knowledge of internet, browsing, Microsoft Outlook and email systems, Microsoft Office, Spread sheet and Word-processing programmes
    iii) Advances knowledge in book-keeping and keeping of accounts
    iv) Knowledge of Accounting software an asset (SageX3);
    v) Strong organizational, planning and time-management skills;
    vi) Ability to work under pressure and to adapt to changing priorities and needs;
    vii) Attention to detail and accuracy;
    viii) Good team player with excellent interpersonal and communication skills.
