    TERMS OF REFERENCE FOR RECRUITMENT OF FINANCE OFFICER
    I.POSITION INFORMATION
    Project title: Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights (SRHR)
    Duration of the project: 17 months
    Working nature: Full-time assignment
    Working hours: 40 hours a week (08:00-17:00; 12:30-13:30 lunch break)
    Duty station: SGO Head Office in Kigali
    Reporting to: SGO Executive Director
    II. SGO BACKGROUND
    Save Generations Organization (SGO), is a Rwandan Development Non-Government Organization (NGO) that works to prepare, empower and equip the future generations, with the main focus on vulnerable children, youth and women. It is operating in Rwanda since 2015 and is registered with Rwanda Governance Board (RGB) under the legal personality number 008/ RGB /NGO/2016.
    In its mission to create space to children, youth and women’s integral development and healthy life, SGO intervenes in the domains of child protection and wellbeing, education, youth and women’s empowerment, and community healthcare.

    We are partnering with Kvinna Till Kvinna to implement a project on ‘Empowerment of adolescents and young girls in school on Sexual and Reproductive Health and Rights’.’ The project will be implemented in Gasabo and Kamonyi District (in 8 schools, including 4 primary and 4 secondary schools/ 12YBE). The goal of the project is to increase the knowledge and information on sexual and reproductive health and rights (SRHR) to adolescents and young girls in school in Kamonyi and Gasabo districts. The following are specific objectives:
    1. To increase girls knowledge and information on SRHR for informed decision making;
    2. To build girls confidence and self-esteem to claim their SRHR and available services;
    3. To reduce negative community perceptions and attitudes on SRHR;
    4. To increase school teachers and management knowledge and information on SRHR;
    5. To reduce stigma surrounding the use of contraceptives for young girls.

    For that purpose, SGO would like to recruite a highly qualified Finance Officer who will be responsible of the finance department.

    III. TASKS AND RESPONSIBILITIES
    Under the supervision of Executive Director, The Finance Officer will be accountable for the following tasks and responsibilities:
    • Ensure all financial transactions under the SGO Project are done according Partner standards and signed contract;
    • Prepare all financial reports for the Project;
    • Processing of check and cash payments. Ensuring payments are made on time and checking of invoices supporting journal entries of all checks payments;
    • Maintaining the petty cash and ensuring all balances are reconciled before replenishment;
    • Preparation of bank accounts reconciliation;
    • Preparation of end of month accruals and prepayment figures and their respective journal entries;
    • Preparation of annual accounts statements ready for audit;
    • Processing of statutory payments such as PAYE & NSSF. This should be done by respective due dates;
    • Maintenance of Fixed Assets register and treatment of depreciation charge and physical verification at least once a year;
    • Processing of the Payroll;
    • Preparation and updating of the equipment listing of the organization;
    • Ensuring that administrative policy guidelines, budgets, cost controls and vendors contracts are adhered to;
    • Ensure proper usage and maintenance of Organization’s equipment/ items;
    • Submit to Executive Director weekly, monthly, quarterly financial reports.

    IV. QUALIFICATIONS AND EXPERIENCE
    o Being a Rwandan, preferably a female candidate;
    o Holder of Bachelor’s degree in Finance or Accounting;
    o Have a required minimum working experience of two years (2 years) in accounting and/or finance preferably with NGOs;
    o Having proficiency in accounting software such as in QuickBooks or SAGE Account are required;
    o Additional skill sets/experience to include: budgeting, forecasting, procurement, contract management, management of statutory audits and tax reporting;
    o Proven management experience in the finance context and ability to manage all stakeholder relationships through the value chain;
    o Ability to work in a team;
    o Must demonstrate high level of integrity, good interpersonal and social collaboration;
    o Must be result oriented;
    o Good and strong communication skills in English, French and Kinyarwanda;
    o Computer literacy with excellent experience in MS word, MS Excel, MS PowerPoint, internet explorer and accounting package is required;
    o Work experience in areas of accounting, budgeting, and financial analysis will be an added advantage
    o Strong accounting and Financial knowledge as well as analytical skills;
    o Strong IFRS and GAAP knowledge is an added advantage
