    The World Bank (WB) has signed the Financing Agreement with the Republic of Rwanda to implement the “Energy Access and Quality Improvement Project (EAQIP)”. In the above context, Energy Development Corporation Limited (EDCL) a subsidiary of Rwanda Energy Group (REG) as the key implementer of the Project Agreement linked to the above Financing Agreement, seeks to recruit qualified and competent staff on the following positions:

    Key Roles/Responsibilities

    Logistics Management

    • ▪ Participate in Program’s planning and budgeting for Logistics considerations
    • ▪ Plan, manage and monitor delivery of logistical facilities and supplies to
    • Program’s staffs and ensure compliance with procedures manual and other regulations
    • ▪ Provide technical and operational advice on application of logistics and fleet management best practice, systems and procedures
    • ▪ Ensure that the Assets Register for the Program is maintained and timely updated
    • ▪ Ensure the custody of Program’s Assets, in line with Organizational policies in place
    • ▪ Ensure that all Assets of the Program are tagged, maintained, timely repaired and ensured
    • ▪ Ensure that the Program’s stores are well managed in accordance with the used software and procedures in place
    • ▪ In coordination with security company in place, ensure that the program offices and equipment have full security
    • ▪ Ensure that all Program’s offices rent and electricity bills are paid on time
    • ▪ Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics as recommended by higher authorities
    • ▪ Manage contracts in forwarding, transport and renting
    • ▪ Ensure the implementation of audit recommendations in line with Logistics and fleet management
    • ▪ Ensure an efficient filling of logistics management related files
    • ▪ Any other task in regards assigned by line authorities.

    Fleet Management

    • ▪ Participate in Program’s planning and budgeting for Fleet management consideration
    • ▪ Ensure that all vehicles of the Program are timely ensured, maintained, cleaned
    • and repaired, in line with the contracts in place
    • ▪ Ensure the vehicles plan for field work and other work-related facilitation, and
    • implement an efficient allocation for daily Program’s tasks facilitation
    • ▪ Ensure the efficiency in fuel management to all vehicles
    • ▪ Ensure the management of vehicles movements using the automated system (GIS)
    • in place and provision of recommendations from system produced reports
    • ▪ Ensure that logbooks for Program’s vehicles are maintained and well filled
    • ▪ Contribute to the preparation of technical and operational specifications for vehicles in line with identified transport needs during the procurement process
    • ▪ Ensuring that the Program’s fleet management reflects the organizational image, and is in a good mechanical and working conditions
    • ▪ Review and monitor the execution of contracts for the provision of fuel, servicing, repairs and maintenance; ensure compliance with the provisions in the contracts and transport policy
    • ▪ Implement and review the internal controls in the transport management system, in accordance with the Organizational rules and regulations
    • ▪ Facilitate the audit exercises in providing complete required documents and information
    • ▪ Ensure the implementation of audit recommendations
    • ▪ Ensure an efficient filling of fleet management related files
    • ▪ Any other task in regards assigned by line authorities.

    Reporting

    The following are the basic reports to be respected in accordance with organizational
    policies:

    • ▪ Monthly well reconciled report of fuel management
    • ▪ Quarterly costed vehicles maintenance report
    • ▪ Daily, weekly, and monthly vehicle usage reports, based on the extracts from the
    • Company software used to manage vehicles
    • ▪ Stock Physical count report at the end of Fiscal Year
    • ▪ The Logistics and Fleet Management Specialist will report to RUEAP Senior Corporate Services Specialist

    Educational Requirements & Related Job Experience/Qualifications

    • ▪ Bachelor’s Degree (A0) in Business Administration, Accounting, Economics, Management, Procurement, Logistics and Supply chain management, and any other related field with at least seven (7) years proven working experience in Logistics or Fleet Management, or master’s degree in the same domains with at least three (3) years proved working experience in same fields.
    2 Store Management Specialist (2)

    Key Roles/Responsibilities and qualifications required

    General store management functions

    •  Participate in the planning and budgeting for store management considerations
    •  Ensure compliance with requirements to receive stationaries/items/materials in
    • store
    •  Ensure efficient recording of items in the software used for the Program’s strore
    • management
    •  Ensure the required store management reports are prepared on time, including
    • material status and reconciliation reports, in line with organizational regulations in place
    •  Ensure the custody of items in the store, in line with Organizational policies in place
    •  Provide timely audit facilitation in line with store management
    •  Timely preparation and provision of store management reports in line with
    • organizational requirements in place
    •  Manage a clean filling and documentation of the inflows and outflows movements of stationaries/items/materials
    •  Timely report and document any issue arising in the store management
    •  Facilitate the audit exercises in providing complete required documents and information
    •  Ensure the implementation of audits’ recommendations
    •  Any other task assigned by authorities

    Material Management

    •  Implement and manage material receiving procedures.
    •  Coordinate delivery of material to stores
    •  Quality assurance of material received.
    •  Allocation of material to intended projects and ringfence the material accordingly.
    •  Storage and safe keeping of material according the material’s and organizational requirements.
    •  Inventory management according to organizational and EAQIP requirements, including reallocation procedures and material reconciliations according to allocations.
    •  Implement and manage material dispatch procedures

    Educational Requirements & Related Job Experience/Qualifications

    •  Bachelor’s Degree (A0) in Business Administration, Accounting, Finance, Economics, Management, Procurement, Logistics and Supply chain management and any other related field
    •  At least three (5) years of proven working experience for a role related to store or logistics management
